In Rome’s EUR district, the proposal for the new MASE headquarters interprets public architecture as a civic, environmental and symbolic device.
The project defines a contemporary institutional vision based on formal clarity, spatial openness and ecological responsibility, configuring an architectural organism capable of connecting landscape, city and administrative infrastructure.
Identity sign of the intervention is the “Vela” tower, a light and recognizable vertical element that translates the values of transparency, sustainability and innovation into built form.

Urban vision
The project is created as an open system rather than an isolated building: public spaces, pedestrian paths and green surfaces build continuity with the urban fabric, transforming the ministry building into an accessible and permeable civic infrastructure.
Architectural composition
Environmental identity
The volumetric layout is divided into interrelated organisms organized around a large central luminous void, the spatial and climatic heart of the whole.
This device distributes natural light, visual orientation and functional relationships, generating a dynamic and legible interior environment.
Architecture and nature are integrated into a living and changing surface: plant elements, passive systems and energy devices dialogue with the building envelope, translating sustainability into concrete and perceptible spatial experience.

Design research
The “Vela” tower synthesizes the institutional character of the intervention through a recognizable but not monumental figure, capable of asserting urban presence without imposing itself on the context. Its configuration expresses an evolved, inclusive and future-oriented idea of public architecture.
The proposal develops an experimental platform on digital technologies, integrated processes and advanced environmental strategies, outlining a replicable model of sustainable, high-performance public building.
