Regione Siciliana Government Headquarters in Palermo, was born as a contemporary micro-city: a living organism in which architecture, landscape and public life are intertwined in a dynamic balance.
The project translates the Sicilian soul into built space, shaping a profound dialogue between urbanity and nature. Beyond the boundaries of the traditional office building, an open and permeable, inclusive and recognizable system comes to life, capable of welcoming relationships, stimulating connections and generating civic, social and territorial value.

Urbanity and landscape as a design matrix
The project stems from the fusion of urban dimension and landscape, two inseparable elements in Sicilian culture. The complex is conceived as an articulated fabric of solids and voids, light and shadow, capable of reinterpreting the spatiality of historic villages in a contemporary way, generating a dynamic, inclusive and strongly identity-driven environment.
A micro-city for the community
Tower system and functional recognition
The intervention configures a true open micro-city in which workers and citizens share spaces and services. The system of plazas, courtyards, gardens and pedestrian paths builds a continuous public infrastructure that fosters social relations, accessibility and quality of urban experience, reinforcing the role of architecture as a civic device.
The project is divided into three interconnected towers – Sicana, Elima and Sicula Towers- each characterized by its own formal and typological identity. Volumetric differentiation allows for a clear distribution of departments, avoiding the anonymity typical of office complexes and restoring a sense of belonging and orientation to users.
Public space and urban continuity
At the base of the towers, a porous and accessible system houses public functions and services, providing continuity with the urban context. Gardens, patios, and green paths build a spatial sequence that evokes the Sicilian landscape, enhancing environmental comfort and encouraging active, everyday use of spaces.
Integrated strategy and contemporary vision of work
The project is developed through an integrated approach that combines architectural, environmental and social aspects, placing people’s well-being and sustainability at the center. The work space becomes part of a larger, flexible and evolving urban system, capable of responding to contemporary and future transformations.
In this perspective, the Government Headquarters is configured as a new urban and institutional landmark, where architecture, landscape and community converge in an evolved model of public and productive space, an expression of the identity and ambitions of contemporary Sicily.
